We are looking for an experienced project manager with specialist knowledge of waste management services who can coordinate the input of a range of council services, and Veolia as the partner delivery organisation for the service, in order to successfully design and implement a chargeable green waste service.
Key workstreams will include communications and customer engagement, ICT, finance, procurement, service design and transition to BAU.
It is essential that this project is delivered on budget and within the tight time scales the Council has to roll this scheme out. The specialist project manager appointed will make sure that the Councils objectives are met as mentioned above. You will establish and lead an effective project team to achieve this, drawing upon existing internal resource and partner resource assigned to this project.
Ideally you will have had past experience in managing green waste services in a public sector environment. Having previously delivered waste projects working alongside a managed outsourced service in similar organisations would be very desirable. Additionally you will have a good understanding of the organisation structure within a local authority, specifically regarding waste management. Being a chartered member of the institute of waste management would significantly improve your application.
Person Specification, Experience and Working Knowledge
Be able to communicate effectively, verbally and in writing with colleagues, clients, membersand outside bodies.
To be computer literate and able to contribute to the design/development of appropriate IT systems/packages, as required to support the functions of the post.
To be able to formulate and capture and manage the risks within a project and present data to support evidence led decision making.
Ability to work on own initiative proactively and with the minimum of direction.
Ability to communicate confidently, clearly and effectively, orally and in writing.
Proven time management and organisational skills with excellent attention to detail.
Ability to engage persuasively with staff at all levels across
departmental and organisational structures, and to represent the Council at
Excellent interpersonal skills, with the ability to handle sensitive
issues sympathetically and effectively.
Practical knowledge and understanding of legislative and statutory
obligations which affect green waste refuse collection.
Hold a degree or qualified by experience in an equivalent or relevant subject.
Membership of the Chartered Institute of Waste Management.
Be available to work flexibly in respect of the requirements of the
Willingness to travel as required across the Borough and, occasionally,
elsewhere as required.
