Our local authority client are currently seeking a Technician with Property Design experience to join their team in Llanelli, on a contract basis.
To assist Team Leaders and Design Assistants in the preparation of schemes undertaken by the section and when required provide support to the surveying team
Duties & Responsibilities
•Provide technical support to the Design Teams in the preparation of property-based schemes, by means of producing drawings and contract documents to meet departmental scheme sponsor and external client requirements to set timescales and deadlines
•Undertake desk top studies and bring forward schematic designs, incorporating innovation, sustainability and energy efficiencies within the proposals where appropriate for the continuous improvement of the management of the Authority’s property related schemes and to enable clients to determine the feasibility of any building or development proposal and the budget necessary for its completion.
•Liaise with the officers and members of the public as necessary to ensure that all works are carried out with the minimum of disruption in accordance with legislative guidelines and the Authority’s Customer Care policy
•Undertake all relevant detail design and tendering of property schemes and all associated contract administration to comply with construction legislation
•Instruct variations to contracts legally entered into thereby ensuring compliance with the Authority’s standing orders and relevant conditions of contract as appropriate to the post
•Assist in the management and delivery and contract administration functions of construction related schemes at all levels and be specifically responsible for full delivery of these functions on schemes appropriate to the post, making timely and appropriate decisions to set contractual deadlines and ensuring that any liabilities that the Authority has are properly fulfilled and executed.
•To be responsible for the maintenance and proper use of specialist sectional resources such as plotters, video conferencing facilities, surveying equipment and specialist software packages and workstations
•Assist in the implementation, management and monitoring of the sections extranet project management and Building information Modelling systems , providing relevant training and guidance to end users including stakeholders, contractors and consultants as may be appropriate
•Undertake the necessary tasks in relation to the section’s Quality Assurance system to comply with the requirements of the British Standards Institution.
•Provide CAD (Computer Aided Design) support to the design teams, utilising specialist software packages, to contribute to the overall success of the schemes.
•As may be required and in accordance with the requirements of the CDM Regulations assist Team Leaders and design Assistants in undertaking the duties of Principle Designer and Designer functions and as may be appropriate to individual schemes the designer function in order to ensure that, wherever possible, all those who undertake work on a project collaborate and pay adequate attention to the need to reduce risk on cost, delivery, buildability and the Health and Welfare of individuals and end users
•Assist as may be necessary Project Managers in facilitating and delivering both internal and public consultations on individual schemes. This will require softer skills such as persuasion, negotiation, mediation and discretion along with providing specialist technical advice on contentious matters in accordance with legislative requirements and the Authority’s customer care policy
•Undertake measured surveys on both land and buildings as may be appropriate in order to facilitate efficient and effective information gathering to support the delivery of projects for both the Authority and external clients.
•Maintain good relationships with client departments, stakeholders, contractors, consultants and external organisations in order to develop briefs for new development projects
•Market and promote the use of the section to ensure a consistent flow of work and income
•Any other duties as directed by the Director of Environment or senior manager, which may be deemed legal and reasonable at the time of instruction and commensurate for the level of the post.
